What do you mean by "Handloom" and "Power loom" ?
"Handloom" means a loom, which is actually in use or is capable of being used for the manufacture of textiles without using any power for any operation including primary or secondary motion.
"Power loom" means a loom, which is actually in use or is capable of being used for the manufacture of textiles run with totally or partly or any primary or secondary or any other operation of the loom by an electric motor or by a belt driven by a central power source.
Is "Handloom Mark Scheme" quality related?
No. The "Handloom Mark Scheme" is not quality related but origin related. This scheme verifies and assures the origin of the product if handloom or not only. In this respect it does not check or verify the quality of the product.
What is the Scope of the "Handloom Mark Scheme"?
The "Handloom Scheme" covers
1. All fabrics and made-up articles made from handloom only for domestic sale and exports.
2. The Handloom Mark Scheme will be operational throughout the country for the following categories : -
a. Individual Handloom Weavers,
b. Master Weavers,
c. Primary Handloom Weavers’ Co-operative Societies,
d. Apex Handloom Weavers’ Co-operative Societies,
e. State Handloom Corporations,
f. Handloom Traders/retailers,
g. Manufacturer Exporters,
h. Merchant Exporters,
i. Self Help Groups (SHG),
j. Consortia,
k. Producers Companies,
l. Joint Liability Groups (JLG) and
m. Handloom Weavers Groups (HWG)
All the above categories are entitled to participate in the scheme and avail benefits from it.
3. This Scheme is purely on voluntary one.
How do I get the Application form of the "Handloom Mark"?
Application forms of the "Handloom Mark" can be available in any of the following methods : -
1. From Regional Office: - Any aspiring user can get application form from the regional office of Textiles Committee.
2. From Web-site: - One can download the form from this web-site and the wed-site of Textiles Committee – www.textilescommittee.gov.in
3. On Request: - Anyone can avail form by sending a request letter with the category to the nearest regional office of Textiles Committee. In this case blank application form of that category will be send to him by post.
What are the handloom mark label fixing methods for Fabric, Made-up & Garment?
The label fixing method is as follow :
For Fabric :-
1) In case of hand woven fabric one label will be affixed on the inner end of the fabric folds (Than) with tag.
2) When the fabric is sold in retail to the consumer, the retailer is required to put a label with a tag on the cut piece of the fabric.
For Made-Up & Garment
1) One label will be affixed on each made-up item and each garment produced from hand woven fabric. The user can have option of either affixing the label by tag gun or stitching.
What is Certification Trade Mark?
As per the definition given in chapter-1 of Trade Mark Act 1999 under section 2 (1) (e) "Certification Trade Mark" means a mark capable of distinguishing the goods or services in connection with which it is used in the course of trade which are certified by the proprietor of the mark in respect of origin, material, mode of manufacture of goods or performances of services, quality, accuracy or other characteristics from goods or services not so certified and registrable as such under chapter IX in respect of those goods or services in the name, as proprietor of the certification trade mark, of that person.
What is collective identity?
It is the identity given to products, goods, services pertaining to specific class, group or association to which they belong.
What are the benefits of the Handloom Mark Scheme?
The Scheme provides a collective identity to the hand woven products thereby facilitating brand building and sales promotion of the same. It enables the customers to instantly identify a genuine hand-woven product thus get value for money that helps increase in sales. It facilitates in employment generation by promoting and boosting the hand-woven products thereby reflecting the pro-poor approach of the government policies. The Handloom Mark is a hallmark of powerful creative work that defines the product with clarity, distinguishing it from competition and connecting it with customers.
Can we pay registration and/or label fees by cheque?
No. Payment has to be made by Demand Draft or Pay Order only.
As a merchant exporter I have purchased Handloom marked product. Can I export the goods and avail the benefits under the Scheme?
No. The user has to apply for registration under the Scheme.
What is the difference between Handloom Mark and other Marks?
Handloom Mark is related to originality whereas other marks are purity and/or quality related.
Are the labels transferable/ refundable?
No.
What is/are the benefit of Weaver in this scheme?
Under the "Handloom Scheme" weavers will be benefited by the following way
1. By this "Handloom Mark" customer will able to identify instantly the genuine hand-woven product thus weavers will get the value for their work.
2. This "Handloom Mark" will help to increase the sale of the hand-woven product by domestic and international publicity.
What is the role of consumer about handloom goods purchased?
if a consumer has any doubt about the purchase item, he/she can clarify the doubt by referring the case to the Textiles Committee along with the copy of bill and the code number of the label/s. Based on the findings, Textiles Committee will initiate action according to the agreement entered into the user and as per the Trade Mark Act, 1999. Also the consumer may exercise the option of approaching the consumer courts.
